Alexandru Angheluș, CEO of Prodefence and President of the Cyber Security Cluster of Excellence – CYSCOE, has published “Artificial Intelligence and Civilizational Transformation”, an open-access paper released in English and Romanian on Zenodo.
The paper starts from a simple observation: artificial intelligence is no longer just a tool we pick up and put down. Search engines decide what we see first, recommendation systems shape our choices and generative models produce content that is hard to tell apart from human work. Together they form a new cognitive layer between people and reality, and between organisations and the decisions they take.
Key ideas
- A cognitively assisted Earth. The paper describes a world in which AI systems are woven into how people, institutions and economies operate, and reminds us that this layer runs on very physical foundations: energy, water, data centres, semiconductors, telecommunications, data and specialised human labour.
- Humanᴬᴵ (Omᴬᴵ in the Romanian edition): the person whose capabilities, vulnerabilities and decisions are increasingly mediated by AI. AI can extend human thinking, but it also creates new dependencies.
- Orgᴬᴵ: the organisation that hands analytical and operational work to AI systems, and therefore has to know exactly what authority it transfers to machines and what controls remain in place.
- Security of synthetic intelligence. AI changes both sides of cybersecurity, strengthening defence while giving attackers new capabilities.
- Governance and geopolitics. Regulation in the EU and the US, access to semiconductors, energy infrastructure and technological sovereignty all shape how the transformation unfolds.
The central question, as the author puts it, is not whether AI will transform civilisation, but what kind of transformation it will be: one that stays understandable, governable and fair, and that respects the material limits of the planet.
