CYSCOE Represented at the Regional Conference “Money in Politics 2026” in Chișinău

The Cyber Security Cluster of Excellence – CYSCOE is represented at the regional conference “Money in Politics 2026”, organized in Chișinău by the Central Electoral Commission of the Republic of Moldova.

Held between 16–17 June 2026, the conference brings together international experts, representatives of financial institutions, international organizations, public authorities, and specialized professional communities to address one of the most relevant challenges for the integrity of democratic processes: the impact of cryptocurrencies, fintech, and virtual assets on political financing.

Following the Virtual Money

Within the session “Following the Virtual Money – Cryptocurrencies, Fintech and the Revolution in Political Finance Oversight”, CYSCOE Romania is represented by Daniel Leu, alongside experts from the Republic of Moldova, the Council of Europe, MONEYVAL, UNDP, and other relevant institutions and organizations.

The session focuses on the growing relevance of digital financial technologies in the context of political finance supervision, electoral integrity, and institutional resilience. As financial ecosystems evolve, political finance oversight must also adapt to new forms of value transfer, digital payment mechanisms, and virtual asset infrastructures.

A Strategic Topic for Democratic Resilience

The topic is of major importance for the region, as emerging financial technologies can create both legitimate opportunities for innovation and significant risks related to illicit financing, anonymized financial flows, and the misuse of digital infrastructures in electoral contexts.

Cryptocurrencies, stablecoins, fintech platforms, decentralized finance protocols, and virtual asset service providers may be used in ways that challenge traditional mechanisms of political finance monitoring. These technologies can introduce new layers of complexity for regulators, electoral bodies, financial intelligence units, and institutions responsible for safeguarding democratic processes.

In this context, the ability to understand, monitor, and respond to risks associated with virtual assets becomes increasingly important for protecting electoral integrity and democratic resilience.

The Role of Cybersecurity and Institutional Cooperation

The intersection between cybersecurity, financial technologies, and electoral integrity is becoming increasingly relevant. Digital infrastructures used for financial transactions, online campaigning, fundraising, and information dissemination can influence the transparency and accountability of political processes.

For this reason, cooperation between cybersecurity experts, electoral authorities, financial regulators, law enforcement, international organizations, and civil society is essential. Effective oversight requires not only legal and regulatory instruments, but also technical understanding, analytical capability, institutional coordination, and cross-border cooperation.

CYSCOE’s participation in this event reflects the importance of bringing cybersecurity expertise into broader discussions on democratic resilience, political finance transparency, and emerging digital risks.

CYSCOE’s Commitment to Regional Cooperation

For the Cyber Security Cluster of Excellence – CYSCOE, participation in the “Money in Politics 2026” conference confirms its commitment to contributing to the strengthening of democratic resilience, regional cooperation, and institutional capacity to understand and address emerging risks generated by digital technologies.

The conference provides an important platform for dialogue between institutions and experts working at the intersection of cybersecurity, financial integrity, electoral transparency, and democratic governance.

CYSCOE welcomes this opportunity to contribute to the regional conversation on how emerging technologies affect political finance oversight and how institutions can better prepare for the challenges created by virtual assets, fintech innovation, and new digital financial ecosystems.

A Relevant Event for Electoral Integrity and Regional Security

CYSCOE congratulates the Central Electoral Commission of the Republic of Moldova and the international partners involved in organizing this important event dedicated to democratic security, electoral integrity, and regional cooperation.

Events of this kind are essential for building shared understanding, strengthening institutional preparedness, and developing coordinated approaches to emerging risks that affect democratic processes across the region.
