ECYBRIDGE: The Successful Conclusion of a European Initiative Dedicated to Strengthening Civil–Defence Synergy in Cybersecurity

After 24 months of collaboration, research, training, exercises, and strategic dialogue across Europe, the ECYBRIDGE project has successfully concluded, marking the completion of a European initiative dedicated to strengthening the synergy between civilian and defence actors in cybersecurity.

The Cyber Security Cluster of Excellence – CYSCOE welcomes the results of this strategic project, which contributed to the development of a framework for cooperation, analysis, and dialogue between experts, institutions, and relevant organizations across the European cybersecurity ecosystem.

ECYBRIDGE Final Meeting Held in Constanța

The ECYBRIDGE Final Meeting took place on 26 May 2026 in Constanța, hosted by Constanta Maritime University through the Maritime Cybersecurity Centre of Excellence – MARCYSCOE.

The event brought together partners, experts, and stakeholders involved in the implementation of the project, providing the necessary framework to review the results achieved, analyse the lessons learned, and discuss the strategic relevance of civil–defence cooperation in strengthening European cyber resilience.

Beyond the assessment of deliverables and activities, the final meeting represented an important moment of reflection on how Europe can develop more effective mechanisms for operational cooperation in response to complex cyber incidents.

24 Months of Activities, Cooperation, and European Engagement

Throughout the project, ECYBRIDGE brought together partners and experts from academia, industry, public institutions, security, and defence, contributing to the development of a platform for dialogue and cooperation on the future of European cybersecurity.

The activities carried out included:

  • conferences and dissemination events;
  • thematic workshops;
  • training sessions;
  • tabletop exercises;
  • policy dialogues;
  • analysis and research activities;
  • stakeholder engagement initiatives;
  • exchange of expertise between civilian and defence actors.

Through these activities, the project contributed to a broader European discussion on cyber resilience, operational cooperation, and the evolution of cybersecurity governance in an increasingly interconnected, complex, and contested digital environment.

The Main Strategic Lesson: Operational Connectivity Matters

One of the key conclusions emerging from the ECYBRIDGE project is that Europe’s cybersecurity challenge does not necessarily lie in the absence of strategies, regulatory frameworks, or institutions, but rather in the still limited level of operational connectivity between civilian and defence actors during complex cyber incidents.

Effective synergy does not require the institutional merger of civilian and military structures. Instead, it requires the development of clear cooperation mechanisms based on:

  • interoperable procedures;
  • trusted communication channels;
  • structured information exchange;
  • shared situational awareness;
  • joint exercises and realistic scenarios;
  • clarification of roles and responsibilities;
  • predictable cooperation in crisis situations.

This approach is essential for strengthening European cyber resilience, particularly in a context where major cyber incidents can simultaneously affect civilian infrastructures, economic capabilities, public systems, and national security interests.

Analytical Contributions, Recommendations, and a European Network of Expertise

The ECYBRIDGE project generated a wide range of analytical outputs, policy recommendations, and stakeholder engagement initiatives, all aimed at supporting a more resilient, more connected, and more strategically coordinated European cybersecurity ecosystem.

Beyond formal deliverables and organised events, ECYBRIDGE contributed to the consolidation of a network of professionals and institutions committed to developing European cyber resilience through cooperation, shared expertise, and strategic dialogue.

This network represents one of the project’s important values, as the partnerships built and the strategic discussions initiated can continue to produce impact beyond the official conclusion of the initiative.

Relevance of the Project for the European Cybersecurity Ecosystem

In a geopolitical and technological context undergoing rapid transformation, cooperation between civilian and defence actors is becoming an essential component of European cybersecurity.

Modern cyberattacks do not respect traditional institutional boundaries. They can simultaneously affect private organizations, public institutions, critical infrastructures, supply chains, essential services, and national security capabilities. For this reason, the response to such threats must be coordinated, interoperable, and based on cooperation mechanisms that have been tested in advance.

ECYBRIDGE contributed to this direction by creating a working framework in which technical expertise, strategic perspective, and institutional experience were brought together to support a common vision of European cyber resilience.

CYSCOE and the Importance of European Cooperation in Cybersecurity

For CYSCOE, projects such as ECYBRIDGE are essential for the development of a European cybersecurity community focused on cooperation, practical preparedness, and the exchange of expertise.

Strengthening cyber resilience cannot be achieved in isolation. It requires the active participation of academia, industry, public authorities, the cybersecurity community, and defence actors. In this regard, ECYBRIDGE demonstrated the importance of structured dialogue and cooperation between sectors which, although they have distinct missions, face common challenges in cyberspace.

Next Steps

In the coming period, a broader presentation of the ECYBRIDGE project’s impact will be prepared, including relevant metrics, analytical results, lessons learned, and strategic conclusions emerging from the activities conducted over the past two years.

This analysis will contribute to a better understanding of how the project supported the strengthening of civil–defence cooperation and will highlight future directions for the development of European cyber resilience.
