ECYBRIDGE Project – Strengthening Synergies between Civilian and Defence Cybersecurity Sectors
ECYBRIDGE is a strategic European initiative funded through the DIGITAL Europe programme (DIGITAL-ECCC-2023-DEPLOY-CYBER-04), aiming to enhance coordination and cooperation between the civilian and defence sectors in the field of cybersecurity. The project acknowledges the increasing interdependence of these domains and the need for a converged approach to effectively address hybrid cyber threats in today’s digital landscape.
The project brings together a diverse consortium of 17 partners from 7 European countries, coordinated by the Maritime University of Constanta (CMU). The Cyber Security Cluster of Excellence (CYSCOE) plays a key role, contributing essential insights in strategic analysis, dissemination, and the reinforcement of collaborative capabilities.
CYSCOE’s Role and Expertise in ECYBRIDGE
CYSCOE represents a national elite community in cybersecurity, uniting experts, institutions, and companies dedicated to strengthening the digital defence capabilities of Romania and the European Union. With a strong track record in security strategy development, advanced training, and innovative technology deployment, CYSCOE is recognized as a national competence hub in cybersecurity.
A core pillar of CYSCOE’s contribution to ECYBRIDGE lies in its deep technical expertise in Cyber Threat Intelligence (CTI). CYSCOE experts Daniel Leu and Gabriel Puiu, under the coordination of Alexandru Angheus, bring to the project advanced capabilities in threat analysis, data correlation from multiple sources, risk evaluation, and strategic decision support based on actionable cyber intelligence.
Strategic Objectives
The ECYBRIDGE project aims to:
- Build a sustainable cooperation mechanism between key stakeholders;
- Support existing EU initiatives (European Defence Fund, Horizon Europe, Digital Europe);
- Strengthen the EU’s resilience to emerging cyber threats;
- Promote interoperability between civilian and military cybersecurity systems.

In addition, CYSCOE brings strong competencies in cybersecurity education and capacity building, contributing to the development of tailored training programs, skills development frameworks, and educational resources that support both professionals and future experts in the field. This ensures a long-term, sustainable impact by nurturing the next generation of cybersecurity talent in Europe.
