On 22 May 2025, CYSCOE – the Cyber Security Cluster of Excellence – was proudly represented by Daniel Leu at the high-level roundtable titled “Overview of the Current Cybersecurity Dynamics in the European Landscape”, hosted in Bucharest by the Euro-Atlantic Resilience Centre (E-ARC) under the ECYBRIDGE project – Strengthening Synergies in Defence and Civilian Cybersecurity.








Amid growing cyber threats to critical infrastructures across Europe, the event served as a strategic platform for discussion and cooperation among security policymakers, cyber defence experts, European institutional representatives, and private sector leaders from six EU Member States.
🛡️ Strategic Focus Areas
The dialogue emphasized the increasingly urgent need for:
- Civil-military collaboration in cybersecurity planning and response;
- Public-private cooperation, particularly for infrastructure protection;
- A whole-of-society approach to safeguarding Europe’s digital supply chains.

- A unified definition and understanding of critical infrastructure within the EU context;
- Common vulnerabilities between civil and military systems and shared responsibilities for security;
- The role of private operators in protecting critical infrastructure;
- The necessity for robust, standardized information-sharing frameworks;
- The importance of a coherent EU framework for critical infrastructure protection;
- Opportunities and challenges in NATO-EU cooperation on cyber defence.
CYSCOE’s Message
Daniel Leu, speaking on behalf of CYSCOE, reinforced the cluster’s position on the need for both:
- Robust defensive frameworks informed by active threat intelligence;
- Credible and strategic offensive cyber capabilities to disrupt and deter sophisticated adversaries.
He underlined the importance of building cross-sectoral resilience and fostering operational alignment between EU states in light of the evolving hybrid threat landscape.
